    Project PRIME
(Promoting Reflective Inquiry in Mathematics Education) is a five-year, targeted Mathematics and Science Partnership (MSP) project aimed at improving the academic achievement of all students in the Rapid City Area Schools. This grant will focus, in particular, on reducing the achievement gap between Native American and non-Native American students. In addition, the project will improve the professional capacity of all mathematics teachers in the Rapid City Area Schools and all student teachers of mathematics from Black Hills State University.
    Getting the Numbers to Dance
One area of discovery for the project has been a persistent disparity between Native American and non-Native students in mathematics achievement. Supplemental funding from NSF provided for a think tank event to collect from experts promising strategies for helping Native American students learn mathematics. The participants in this event included mathematics educators from universities and tribal colleges, educators from school districts with high Native American populations, state-level policy makers, and researchers. While the participants came from very different places and situations, all shared the reputation of being successful in the educational system.
This paper by Inverness Research Associates begins with a description of the nature of the problem, followed by a summary of strategies that have been found to be successful in specific instances and locations, and concludes with a summary of implications – the collective thinking of the group about the most important ideas to come out of the conference—followed by some closing thoughts.

Partnership with the South Dakota Indian Education Summit
The information gathered by Inverness was disseminated to over 200 participants in the 2007 Indian Education Summit hosted by the South Dakota Department of Education. Nine of the presenters were also participants in the think tank, making up 40% of the breakout sessions. This presentation by Judith Hankes on Cognitively Guided Instruction is one example of the mathematics focus provided by PRIME.
